Site Capacity Assessment (SCA) Toolkit

The Site Capacity Assessment (SCA) Toolkit consists of the SCA tool, dashboard, and action plan

The SCA Tool helps program managers to assess the capacity of health facilities to provide quality HIV care and treatment, identify gaps and weaknesses in capacity, and target and track the progress and impact of technical assistance. It covers medical care and treatment, quality improvement, management, pharmacy, laboratory, strategic information and fundraising and public relations. The tool automatically calculates the health facility’s capacity score on each component, and the dashboard provides color-coded maps, charts and tables to support program decision making at all levels—global, country, region and facility.

The SCA Dashboard

Futures Group International, AIDSRelief’s lead agency for strategic information, has created an electronic dashboard to assist health facilities and program managers in using the information generated by the SCA Tool. The web-based dashboard allows users to sort and view data at the health facility level as well as at the regional, national, continental and global levels.

The dashboard also includes an action planning feature. Following administration of the SCA, many health facilities and program managers found they lacked the time and resources to develop action plans to resolve the gaps identified by the assessment. The health facilities and program managers needed a mechanism to help them process the results of the SCA and link findings with concrete plans for capacity strengthening.

The SCA Dashboard action planning feature automatically populates a health facility action plan. The health facility or program manager can easily prioritize the areas to address for strengthening by adding or removing the indicators included in the action plan. The action plan allows health facilities sites to review areas designated for improvement, design action items, set priorities, assign staff and set deadlines. Once the action plan is complete, it is exported as an Excel file for offline use.
